When United States (US) President Barack Obama announced in 2013 that he would host the first United States-Africa leaders' summit the next year, he was greeted with considerable scepticism. Many critics thought he was just playing catch-up with other countries and organisations which had been holding Africa summits for years, especially China. But, whatever the motives, the event itself proved to be a substantial success, probably re-setting US relations with Africa for many years to come.  相似文献

We study the behavior of defense spending in Switzerland over 1975–2001. Our main interest is in determining how neutrality in international affairs (non‐membership in military alliances) affects defense spending. We find that neutrality is associated with a perception of lower levels of external threat; hence it confers economic benefits in the form of a smaller defense burden. However, neutrality does not fully insulate a country from variations in the level of external threat in the global system as perceived by members of military alliances. Swiss defense spending has tracked very closely the spending trends – but at a lower average level – of the United States and other NATO countries. To the extent that post‐Cold War threats, such as international terrorism, materialize primarily in the context of existing security alliances, Swiss military spending patterns observed in 1975–2001 are likely to remain the same in the future.  相似文献

This article introduces integro-differential equations as a new technique to study terrorism dynamics. An integro-differential equation is a mathematical expression that contains derivatives of the required function and its integral transforms. The technique is applied to two different dynamic models in terrorism: terrorism and tourism, and terrorist innovations. In the first model the number of tourists that appears in an integral term and also in a derivative term is impacted by the number of terrorists. In the second model the integro-differential equation for terrorist innovations relates them to terrorist attacks. The article shows how to solve, analyze, interpret, and deal with integro-differential equations. Integro-differential equations shed light on aspects of the models ignored when other techniques are used. This is particularly important for the evaluation of current counterterrorist policies, as well as to the formulation of new ones.  相似文献

Abstract

The mandate of South Africa's recently appointed National Planning Commission includes addressing ‘defence and security matters’. This article seeks to outline the central elements of the threat environment facing South Africa in the foreseeable future. It is argued that South Africa faces no meaningful existential threat from conventional military forces but that its security forces will need to be prepared to address possible raids and attacks by conventional military forces both on home soil and on vital interests beyond the nation's borders. Other threats highlighted include the threats posed by potential insurgencies, by terrorism, and by crime, social unrest and banditry. Also addressed is the danger of so-called hybrid threats, in which two or more of the single threat types outlined here are combined. Finally, the article challenges the National Planning Commission to rethink South Africa's policy on peace operations in the light of the need to ensure the safety and security of the nation's citizenry.  相似文献

Abstract

The creation of the Africa Command (AFRICOM) has reflected the growth in the strategic importance of Africa in US foreign policy since the end of the 1990s. One of the objectives of this new geographical military command is to forge closer links between foreign, security and development policies. However, this approach met with a number of difficulties associated with the challenge of ‘inter-agency cooperation’ among rather disparate actors from foreign affairs, defence and development. In addition, the establishment of AFRICOM has met with fierce criticism in the US and elsewhere – especially in Africa – culminating in the charge that the US foreign and development policies in Africa are being militarised. Although AFRICOM has a number of interesting features, this paper shows that it has reacted to these criticisms by realigning itself more closely with the traditional model of a military command, at the expense of the innovative interagency elements.  相似文献

In Africa, most of the present conflicts are civil, intra-state wars where belligerent groups use guerrilla tactics to achieve various political, economic or ideological objectives. The atrocities and the effect of these on-going wars on innocent civilians, human suffering, poverty and development are beyond comprehension. Not surprisingly, the majority of current peace operations are in Africa, with more than 70 countries contributing forces to these conflict zones. On the continent, South Africa has come to assume a leading role in peace operations and is now a major troop-contributing country to UN and AU missions. In the past 11 years, the South African National Defence Force (SANDF) has taken part in no fewer than 14 peace missions. This article provides a brief background of the conflicts in Burundi, the Democratic Republic of Congo (DRC) and Sudan, the different United Nations (UN) and African Union (AU) mandates under which peacekeepers had to operate as well as their objectives, and the extent of South Africa's involvement in the various missions. In the last section, the major challenges, that these operations have posed are highlighted.  相似文献

Decisionmaking processes leading to the acquisition of nuclear weapons by democratic states have served as the basis for theories about nuclear proliferation. In contrast, less is known about how a totalitarian regime responds to immense external pressure to abolish unconventional weapons it considers crucial for its security and survival. The stage may be set for what could be a historic turning point in America's reliance on nuclear weapons to meet its fundamental national security interests. Proponents of a refurbished nuclear stockpile and infrastructure are convinced that nuclear weapons will remain central to U.S. security interests, yet they admit that there is no national consensus on the need for and role of nuclear weapons. Nuclear opponents are gravely concerned that to the extent nuclear refurbishment creates a global perception that nuclear weapons remain essential instruments, it will eviscerate nuclear nonproliferation measures precisely at a time when nuclear ambitions are growing. Moreover, opponents see deterrence through advanced conventional weapons as decisively more credible than any nuclear alternative. With hopes of elevating discourse to the national level, this article examines the key current arguments pro and con within the specialist community and forecasts changes in the U.S. nuclear arsenal over the next decade. It concludes with a brief prognosis on prospects for complete nuclear disarmament.  相似文献

Advocates of the preventive use of force against emerging nuclear, biological, or chemical programs often look to the allegedly successful 1981 Israeli airstrike against Iraqi nuclear facilities at Osiraq. According to the conventional wisdom, this attack may have prevented Iraq from going nuclear before Operation Desert Storm in 1991. This article assesses the claim that the 1981 attack substantially delayed Iraqi acquisition of nuclear weapons, both by revisiting older debates and by introducing new evidence from Iraqi scientists. The article casts doubt on the conclusion that the attack was successful for three reasons: (1) the reactor itself was not well equipped to generate plutonium for a nuclear weapon; (2) illegal plutonium production would likely have caused a cutoff in the supply of nuclear fuel and an end to weapons activities; and (3) the attack may have actually increased Saddam's commitment to acquiring weapons. These conclusions have implications for the Bush Doctrine, as the lack of success in 1981 casts doubt on the possible success of future attacks against nuclear programs.  相似文献

This article examines the ways in which the two normative concerns of casualty-aversion and civilian protection influenced US military strategy in the particular context of the asymmetric conflict in Somalia in the early 1990s. The article critically evaluates US military operations through the prism of international humanitarian law and examines whether American forces started prioritizing casualty-aversion over the safeguarding of Somali civilians. Finally, by drawing on emerging moral guidelines (such as Michael Walzer's idea of ‘due care’), the article examines whether lower numbers of Somali civilian deaths could have been achieved if marginal increases to the risks faced by US soldiers had been accepted.  相似文献
